N°12
I have to acknowledge your Despatch N° 184 of the 12 Nov. last on the subject of the transportation of Chinese Convicts from Hong Kong.
I have recently addressed you on this subject, and I refer you to my Despatch N°144 of the 22 Ultimo.
Lord Labouchere's despatch of 22 Dec. would seem to supply the answer to this. The rest of the letter must have been written when this despatch was received.
